Tax Increment Financing (TIF) District Information
TIF Districts in short are designed to encourage private investment, revitalize aging or vacant properties, and enhance the long-term tax base of the Village without increasing the tax rate for local residents.
How a TIF Works:
TIF is a redevelopment tool used by municipalities in Illinois to promote economic development in areas that are underutilized, blighted, or in need of improvement. TIF is not a new tax but a method of allocating future increases in property tax revenues to funs TIF projects within a designated TIF District.
When a TIF District is established, the property values within that area are frozen at their current level, known as the Equalized Assessed Value (EAV). Over time, as redevelopment occurs and property values rise, the additional tax revenue generated, called the tax increment, is set aside in a special fund. These funds are then reinvested back into the TIF District to support projects such as roadway improvements, public infrastructure upgrades, or assistance to private development that facilitates redevelopment.
Types of TIF-Elgible Project Costs
- Studies, surveys, planning costs.
- Professional services such as architectural, engineering accounting and legal fees.
- Property assembly costs, including land acquisition, demolition and site preparation.
- Rehab, renovation and repairs to existing structures.
- All public works and infrastructure costs.
- Financing costs.
Romeoville TIF Districts
The village currently has nine TIF Districts:
- Downtown TIF - created 2005, expires 2040. Map of TIF

- Gateway North Upper TIF - created 2017, expires 2040. Map of TIF
- Independence TIF - created 2018, expires 2041. Map of TIF

TIF Incentive Process
To apply for a TIF incentive, the potential project must be located within an established TIF District and demonstrate that the project would not be financially feasible and would not proceed “but for” the TIF assistance. To ensure the potential project is consistent with the TIF Redevelopment Plan and meets the Village’s requirements to receive TIF assistance, the Village has established an application process. The general application process includes:
- Pre-Application Meeting. Prospect applicants should contact the Community Development Department (Link Community Development Department to JP contact information) to schedule an initial meeting.
- Formal Application Submittal. If a project is deemed potentially eligible, a formal application is submitted via the Village’s OpenGov online portal https://romeovilleil.portal.opengov.com/categories/1087/record-types/6621 Application Review. The application is reviewed by Village staff and the Village’s TIF consultants.
- Approval. Final approval is granted through a redevelopment agreement by the Village Board.
- Project Payout. TIF funds are generally provided as a “pay as you go” reimbursement after eligible project costs have been incurred and completed, not upfront.
Latest TIF District News
The annual Joint Review Board (made up of all the taxing bodies for each of the TIF Districts) meeting was held at Village Hall on December 4, 2025 where the Village presented information and highlights on all the TIF Districts to the taxing bodies.
On September 17, 2025, the Village Board approved the expansion of the Normantown/Weber Road TIF, adding three parcels to the TIF District, including the vacant Burger King property located at 1290 W. Normantown Road, the former 7-11 gas station property at 679 N. Weber Road and the vacant car wash parcel that is part of the Rebel gas station property located at 1290 W. Normantown Road.

Recent TIF Projects
- Route 53 and Enterprise Dr. Intersection/Bridge Point I-55 Commerce Center by Bridge Development
Bridge Industrial recently finished the construction of Bridge Point I-55 Commerce Center. The development includes two buildings, the first at 120,011 square feet and the second at 172,042 square feet. This development also included the completion of the 4th leg of the Enterprise Drive traffic signalized intersection and Route 53 improvements. This property was formerly operated as a clean fill facility and had significant access, utility and topographical challenges.
LogistiCenter by Dermody Properties/Pinnacle Dr. Extension
Dermody Properties acquired the last remaining lot at Southcreek Business Park earlier this year and recently finished the construction of a 460,000 square foot building that will be available for a Q1 2026 delivery. The last remaining section of Pinnacle Drive was constructed, and the bike path will also be completed. This property included a significant number of environmental challenges with the topography flood plain and extensive infrastructure required to complete the project.639 N. A 3-tenant 6,825 retail buildings was completed late in 2024 at 643 N Independence that includes Happy Bites and Romeoville Urgent Care. Scooters Coffee was also recently announced, will occupy the endcap drive-through unit and should be open 1Q2025. This project redeveloped a former gas station property, including the remediation of underground fuel tanks.Bridge Point by Bridge Development
Bridge Industrial completed Bridge Point Romeoville in 2024, which included twp buildings totaling 660,280 square feet on Southcreek Parkway. Both buildings are now fully leased. This was the first project included in the Airport Road TIF and helped facilitate the development of property that included significant environmental and topographical challenges.Romeo Plaza Site Improvements
Romeo Plaza completed a comprehensive renovation in 2024 that included façade, parking lot, landscaping and screening improvements to the oldest shopping center in the community that was in need of reinvestment.
